A new and distinct Hibiscus cultivar named ‘ILVOPS’ is disclosed, characterized by and heavy blooming of large purple single flowers with a red-purple center eye. Plants do not produce seeds. The new variety is a Hibiscus , normally produced as an outdoor garden or container plant.
