A new and distinct cultivar of Helenium plant named ‘Bandera’, characterized by its compact, broadly upright and uniformly mounding plant habit; moderately vigorous growth habit; freely flowering habit; inflorescences with dark yellow and dark orange bi-colored ray florets; and strong peduncles that hold the inflorescences above the foliar plane.
