Abstract

A new and distinct cultivar of Delphinium plant named ‘Tessa’, particularly distinguished by semi-double, deep blue-colored flowers, short, sturdy stems, narrow upright, vigorous growth habit, and very good mildew resistance with good garden performance, is disclosed.
