Abstract
A balloon apparatus utilizing a lighter-than-air portion and an appurtenance attached to the lighter-than-air portion. A connector is selectively linked to the appurtenance and the lighter-than-air portion and manipulates the rotational position of the appurtenance relative to the lighter-than-air portion.
Claims
exact text as granted — not AI-modified1 . A balloon apparatus, comprising:
a lighter-than-air portion; an appurtenance rotatably attached to said lighter-than-air portion; at least one connector rotatably linked to said lighter-than-air portion, said connector manipulating the rotational position of said appurtenance relative to said lighter-than-air portion; and a weighted handle extended from said connector.
2 . The apparatus of claim 1 may comprise a swivel located at a central area of said lighter-than-air portion.
3 . The apparatus of claim 2 , wherein said central area may be convex or concave shaped.
4 . The apparatus of claim 1 , wherein said appurtenance may comprise a plurality of arms connected to said lighter-than-air portion to urge rotation of said lighter-than-air portion and said plurality of arms.
5 . The apparatus of claim 4 , wherein said plurality of arms may be, but not limited to, a sickle shaped.
6 . The apparatus of claim 4 , wherein each arm of said plurality of arms may take the shape of an animate figure, such as an animal, person, and the like.
7 . The apparatus of claim 4 , wherein end of at least one arm of said plurality of arms may be appended with streamers, noise makers, lights, and the like.
8 . The apparatus of claim 4 , wherein each arm of said plurality of arms may comprise a convex surface area and a concave surface area, and an increased surface area on side of each arm causes the balanced or unbalanced rotation of said lighter-than-air portion as desired.
9 . The apparatus of claim 4 which additionally comprises a first image on first arm and a second image on second arm to provide an animation to a viewer upon movement of said first and second arms.

The apparatus of claim 1 wherein said appurtenance may alternatively comprise a single sickle-shaped arm connected to said lighter-than-air portion, wherein air passing over said lighter-than-air portion follows the contour of said sickle-shaped arm exerting an increasing force on the end of said sickle-shaped arm, causing rotation of said lighter-than-air portion.
11 . The apparatus of claim 10 in which when said connector is positioned on opposite side of said lighter-than-air portion, rotation of said lighter-than-air portion will reverse.
12 . The apparatus of claim 10 , wherein a streamer may trail from the end of said sickle-shaped arm.
13 . The apparatus of claim 10 , wherein a noise maker, such as a tube whistle, may be positioned at the end of said sickle-shaped arm.
14 . The apparatus of claim 1 in which when said connector is slightly relaxed, said lighter-than-air portion will appear to be floating or hovering in a horizontal position, and as soon as said connector is pulled or tensioned by the wind, said lighter-than-air portion will move to a semi-vertical position and begin to rotate.
15 . The apparatus of claim 1 , wherein said lighter-than-air portion is structured to selectively rotate in opposite directions.
16 . The apparatus of claim 1 , may comprise a weight fixed to said lighter-than-air portion for balance.
