Abstract
A method for sending radio link failure (RLF) report includes: sending a CHO-related RLF report including at least one of: a result of signal measurement performed on a neighbor cell; a result of signal measurement performed on a candidate cell not meeting a handover execution/triggering condition; a list of candidate cells meeting the handover execution/triggering condition; a list of candidate cells not meeting the handover execution/triggering condition; an identifier of a first cell, where the first cell includes a cell where an RRC reconfiguration signaling is received; indication information of a handover execution condition type; a parameter corresponding to a configured handover execution condition; information used for indicating whether RLF occurs in the first cell until the CHO is performed; a length of time from receiving a CHO configuration to triggering the CHO; a handover type identifier.

sending an RLF report related to a conditional handover (CHO), wherein the RLF report related to the CHO comprises at least one of following:
a result of signal measurement performed by the terminal device on a neighbor cell;
a result of signal measurement performed by the terminal device on a candidate cell not meeting a handover execution/triggering condition;
a list of candidate cells meeting the handover execution/triggering condition;
a list of candidate cells not meeting the handover execution/triggering condition;
an identifier of a first cell, wherein the first cell comprises a cell where the terminal device receives a radio resource control (RRC) reconfiguration signaling;
indication information of a handover execution condition type configured for the terminal device;
a parameter corresponding to a configured handover execution condition;
information used for indicating whether the terminal device has experienced RLF in the first cell until the CHO is performed;
a length of time from receiving a CHO configuration to triggering the CHO; and
a handover type identifier.
2 . The method as claimed in claim 1 , wherein,
the result of signal measurement performed by the terminal device on the neighbor cell comprises at least one of following:
the result of signal measurement performed by the terminal device on the neighbor cell until the CHO is performed;
the result of signal measurement performed by the terminal device on the neighbor cell until a traditional handover is performed;
the result of signal measurement performed by the terminal device on the neighbor cell until an RLF is detected;
the result of signal measurement performed by the terminal device on the neighbor cell until a handover failure (HOF) is detected; and
the result of signal measurement performed by the terminal device on the neighbor cell until a result of signal measurement on at least one candidate cell meets the handover execution/triggering condition;
the result of signal measurement performed by the terminal device on the candidate cell not meeting the handover execution/triggering condition comprises at least one of following:
the result of signal measurement performed by the terminal device on the candidate cell not meeting the handover execution/triggering condition until the CHO is performed;
the result of signal measurement performed by the terminal device on the candidate cell not meeting the handover execution/triggering condition until the traditional handover is performed;
the result of signal measurement performed by the terminal device on the candidate cell not meeting the handover execution/triggering condition until the RLF is detected;
the result of signal measurement performed by the terminal device on the candidate cell not meeting the handover execution/triggering condition until the HOF is detected; and
the result of signal measurement performed by the terminal device on the candidate cell not meeting the handover execution/triggering condition until the result of signal measurement on the at least one candidate cell meets the handover execution/triggering condition.
3 . The method as claimed in claim 1 , wherein the result of signal measurement comprises at least one of following:
reference signal receiving power (RSRP); reference signal receiving quality (RSRQ); and signal to interference plus noise ratio (SINR).
4 . The method as claimed in claim 1 , wherein the parameter comprises at least one of a frequency-specific offset, a cell-specific offset, an additional offset, a hysteresis, or a threshold.
5 . The method as claimed in claim 1 , wherein the neighbor cell comprises a candidate cell and/or a non-candidate cell.
6 . The method as claimed in claim 1 , wherein the handover type identifier is used for indicating a handover type is a CHO or an unconditional handover.
7 . The method as claimed in claim 1 , wherein the result of signal measurement of the terminal device on the neighbor cell comprises a measurement result on at least one neighbor cell, and the measurement result on the neighbor cell comprises at least one of following:
a result of signal measurement on the neighbor cell; a cell ID of the neighbor cell; and indication information of whether the neighbor cell is a candidate cell.

43 . A terminal device, comprising a processor, a memory and a transceiver, wherein the memory is configured to store a computer program, and the processor is configured to invoke and run the computer program stored in the memory to:
send, via the transceiver, a radio link failure (RLF) report related to a conditional handover (CHO), wherein the RLF report related to the CHO comprises at least one of following:
a result of signal measurement performed by the terminal device on a neighbor cell;
a result of signal measurement performed by the terminal device on a candidate cell not meeting a handover execution/triggering condition;
a list of candidate cells meeting the handover execution/triggering condition;
a list of candidate cells not meeting the handover execution/triggering condition;
an identifier of a first cell, wherein the first cell comprises a cell where the terminal device receives a radio resource control (RRC) reconfiguration signaling;
indication information of a handover execution condition type configured for the terminal device;
a parameter corresponding to a configured handover execution condition;
information used for indicating whether the terminal device has experienced RLF in the first cell until the CHO is performed;
a length of time from receiving a CHO configuration to triggering the CHO; and
a handover type identifier.
44 . The terminal device as claimed in claim 43 , wherein,
the result of signal measurement performed by the terminal device on the neighbor cell comprises at least one of following:
the result of signal measurement performed by the terminal device on the neighbor cell until the CHO is performed;
the result of signal measurement performed by the terminal device on the neighbor cell until a traditional handover is performed;
the result of signal measurement performed by the terminal device on the neighbor cell until an RLF is detected;
the result of signal measurement performed by the terminal device on the neighbor cell until a handover failure (HOF) is detected; and
the result of signal measurement performed by the terminal device on the neighbor cell until a result of signal measurement on at least one candidate cell meets the handover execution/triggering condition;
the result of signal measurement performed by the terminal device on the candidate cell not meeting the handover execution/triggering condition comprises at least one of following:
the result of signal measurement performed by the terminal device on the candidate cell not meeting the handover execution/triggering condition until the CHO is performed;
the result of signal measurement performed by the terminal device on the candidate cell not meeting the handover execution/triggering condition until the traditional handover is performed;
the result of signal measurement performed by the terminal device on the candidate cell not meeting the handover execution/triggering condition until the RLF is detected;
the result of signal measurement performed by the terminal device on the candidate cell not meeting the handover execution/triggering condition until the HOF is detected; and
the result of signal measurement performed by the terminal device on the candidate cell not meeting the handover execution/triggering condition until the result of signal measurement on the at least one candidate cell meets the handover execution/triggering condition.
45 . The terminal device as claimed in claim 43 , wherein the result of signal measurement comprises at least one of following:
reference signal receiving power (RSRP); reference signal receiving quality (RSRQ); and signal to interference plus noise ratio (SINR).
46 . The terminal device as claimed in claim 43 , wherein the parameter comprises at least one of a frequency-specific offset, a cell-specific offset, an additional offset, a hysteresis, or a threshold.
47 . The terminal device as claimed in claim 43 , wherein the neighbor cell comprises a candidate cell and/or a non-candidate cell.
48 . The terminal device as claimed in claim 43 , wherein the handover type identifier is used for indicating a handover type is a CHO or an unconditional handover.
49 . The terminal device as claimed in claim 43 , wherein the result of signal measurement performed by the terminal device on the neighbor cell comprises a measurement result on at least one neighbor cell, and the measurement result on the neighbor cell comprises at least one of following:
a result of signal measurement on the neighbor cell; a cell ID of the neighbor cell; and indication information of whether the neighbor cell is a candidate cell.

57 . A network device, comprising a processor, a memory and a transceiver, wherein the memory is configured to store a computer program, and the processor is configured to invoke and run the computer program stored in the memory to:
receive, via the transceiver, from a terminal device an RLF report related to a conditional handover (CHO), wherein the RLF report related to the CHO comprises at least one of following:
a result of signal measurement performed by the terminal device on a neighbor cell;
a result of signal measurement performed by the terminal device on a candidate cell not meeting a handover execution/triggering condition;
a list of candidate cells meeting the handover execution/triggering condition;
a list of candidate cells not meeting the handover execution/triggering condition;
an identifier of a first cell, wherein the first cell comprises a cell where the terminal device receives a radio resource control (RRC) reconfiguration signaling;
indication information of a handover execution condition type configured for the terminal device;
a parameter corresponding to a configured handover execution condition;
information used for indicating whether the terminal device has experienced RLF in the first cell until the CHO is performed;
a length of time from receiving a CHO configuration to triggering the CHO; and
a handover type identifier.
58 . The network device as claimed in claim 57 , wherein the processor is further configured to:
optimize a CHO configuration according to the RLF report related to the CHO.
59 . The network device as claimed in claim 57 , wherein,
the result of signal measurement performed by the terminal device on the neighbor cell comprises at least one of following:
the result of signal measurement performed by the terminal device on the neighbor cell until the CHO is performed;
the result of signal measurement performed by the terminal device on the neighbor cell until a traditional handover is performed;
the result of signal measurement performed by the terminal device on the neighbor cell until an RLF is detected;
the result of signal measurement performed by the terminal device on the neighbor cell until a handover failure (HOF) is detected; and
the result of signal measurement performed by the terminal device on the neighbor cell until a result of signal measurement on at least one candidate cell meets the handover execution/triggering condition;
the result of signal measurement performed by the terminal device on the candidate cell not meeting the handover execution/triggering condition comprises at least one of following:
the result of signal measurement performed by the terminal device on the candidate cell not meeting the handover execution/triggering condition until the CHO is performed;
the result of signal measurement performed by the terminal device on the candidate cell not meeting the handover execution/triggering condition until the traditional handover is performed;
the result of signal measurement performed by the terminal device on the candidate cell not meeting the handover execution/triggering condition until the RLF is detected;
the result of signal measurement performed by the terminal device on the candidate cell not meeting the handover execution/triggering condition until the HOF is detected; and
the result of signal measurement performed by the terminal device on the candidate cell not meeting the handover execution/triggering condition until the result of signal measurement on the at least one candidate cell meets the handover execution/triggering condition.
60 . The network device as claimed in claim 57 , wherein the result of signal measurement comprises at least one of following:
reference signal receiving power (RSRP); reference signal receiving quality (RSRQ); and signal to interference plus noise ratio (SINR).
