Abstract
In a communication method, a first access network device sends first information to a second access network device, where the first information is used to indicate that the first access network device has notified a core network device that a quality of service requirement of at least one quality of service flow cannot be met; the second access network device may send second information to the core network device, where the second information is used to notify the core network device that a quality of service requirement of a first quality of service flow in the at least one quality of service flow can be met, and the first quality of service flow is a quality of service flow that has been handed over from the first access network device to the second access network device.

receiving, from a second access network device, a second notification control status of a quality of service flow, wherein the quality of service flow has been handed over from a first access network device to the second access network device, wherein the second notification control status is a second status, and wherein the second status indicates that a quality of service requirement of the quality of service flow can be met; determining, that the session management function network element has previously notified a policy control function network element that the quality of service requirement cannot be met; and sending, to the policy control function network element in response to determining that the session management function network element has previously notified the policy control function network element that the quality of service requirement cannot be met, first information for notifying the policy control function network element that the quality of service requirement can be met.

The communication method of claim 1 , further comprising receiving, from the first access network device, a first notification control status of the quality of service flow, wherein the first notification control status is a first status, and wherein the first status indicates that the quality of service requirement cannot be met.
3 . The communication method of claim 2 , further comprising sending, to the policy control function network element, second information for notifying the policy control function network element that the quality of service requirement cannot be met.
4 . The communication method of claim 1 , further comprising updating a notification control status of the quality of service flow to the second status. state.
5 . The communication method of claim 1 , further comprising receiving, from an access and mobility management function, an identifier of the quality of service flow.
6 . A communications apparatus, comprising:
a processor; and a memory coupled to the processor and configured to store instructions that, when executed by the processor, cause the communications apparatus to:
receive, from a second access network device, a second notification control status of a quality of service flow, wherein the quality of service flow is has been handed over from a first access network device to the second access network device, wherein the second notification control status is a second status, and wherein the second status indicates that a quality of service requirement can be met;
determine that a session management function network element has previously notified a policy control function network element that the quality of service requirement cannot be met; and
send, to the policy control function network element in response to determining that the session management function network element has previously notified the policy control function network element that the quality of service requirement cannot be met, first information for notifying the policy control function network element that the quality of service requirement can be met.
7 . The communication apparatus of claim 6 , wherein the processor is further configured to execute the instructions receive, from the first access network device, a first notification control status of the quality of service flow, wherein the first notification control status is a first status, and wherein the first status indicates that the quality of service requirement cannot be met.

The communication apparatus of claim 6 , wherein the processor is further configured to execute the instructions to send, to the policy control function network element, second information for notifying the policy control function network element that the quality of service requirement cannot be met.
9 . The communication apparatus of claim 6 , wherein the processor is further configured to execute the instructions to update a notification control status of the quality of service flow to the second status.
10 . The communication apparatus of claim 6 , wherein the processor is further configured to execute the instructions to receive, from an access and mobility management function, an identifier of the quality of service flow.
11 . A communication method, comprising:
receiving, by a session management function network element from a second access network device, a second notification control status of a quality of service flow, wherein the quality of service flow has been handed over from a first access network device to the second access network device, wherein the second notification control status is a second status, and wherein the second status indicates that quality of service requirement can be met; determining, by the session management function network element, that the session management function network element has previously notified a policy control function network element that the quality of service requirement cannot be met; sending, by the session management function network element to the policy control function network element in response to determining that the session management function network element has previously notified the policy control function network element that the quality of service requirement cannot be met, first, information for notifying the policy control function network element that the quality of service requirement can be met; and receiving, by the policy control function network element, the first information for notifying the policy control function network element that the quality of service requirement can be met.
12 . The communication method of claim 11 , further comprising:
sending, by the first access network device to the session management function network element, a first notification control status of the quality of service flow, wherein the first notification control status is a first status, and wherein the first status indicates that the quality of service requirement cannot be met; and receiving, by the session management function network element, the first notification control status.
13 . The communication method of claim 12 , further comprising:
sending, by the session management function network element to the policy control function network element, second information for notifying the policy control function network element that the quality of service requirement cannot be met; and receiving, by the policy control function network element, the second information.
14 . The communication method of claim 11 , further comprising updating, by the session management function network element, a notification control status of the quality of service flow to the second status.
15 . The communication method of claim 11 , further comprising:
sending, by an access and mobility management function to the session management function network element, an identifier of the quality of service flow; and receiving, by the session management function network element, the identifier.
16 . A communication system, comprising:
a session management function network element is configured to: receive, from a second access network device, a second notification control status of a quality of service flow, wherein the quality of service flow is handed over from a first access network device to the second access network device, wherein the second notification control status is a second status, and wherein the second status indicates that a quality of service requirement of the quality of service flow can be met; determine that the session management function network element has previously notified a policy control function network element that the quality of service requirement cannot be met; and send, to the policy control function network element in response to determining that the session management function network element has previously notified the policy control function network element that the quality of service requirement cannot be met, first, information for notifying the policy control function network element that the quality of service requirement can be met; and the policy control function network element configured to receive, from the session management function network element, the first information.

The communication system of claim 16 , wherein the session management function network element is further configured to receive, from the first access network device, a first notification control status of the quality of service flow, wherein the first notification control status is a first status, and wherein the first status indicates that the quality of service requirement cannot be met.

The communication system of claim 17 , wherein the session management function network element is further configured to send, to the policy control function network element, second information for notifying the policy control function network element that the quality of service requirement cannot be met.
19 . The communication system of claim 16 , wherein the session management function network element is further configured to update a notification control status of the quality of service flow to the second status.
