Abstract

A method and apparatus are disclosed. In an example from the perspective of a User Equipment (UE), the UE initiates a random access procedure. The UE receives a Physical Downlink Control Channel (PDCCH) transmission. The UE determines whether contention resolution associated with the random access procedure is successful. If the initiating the random access procedure is performed for Special Cell (SpCell) beam failure recovery, the determining whether the contention resolution is successful is based on whether the PDCCH transmission is addressed to a Cell Radio Network Temporary Identifier (C-RNTI) of the UE. If the initiating the random access procedure is performed for Secondary Cell (SCell) beam failure recovery, the determining whether the contention resolution is successful is based on whether the PDCCH transmission is addressed to the C-RNTI of the UE and whether the PDCCH transmission contains an uplink (UL) grant for a new transmission.

1 . A method of a User Equipment (UE), comprising:
 initiating a random access procedure;   receiving a Physical Downlink Control Channel (PDCCH) transmission; and   determining whether contention resolution associated with the random access procedure is successful, wherein:
 when the initiating the random access procedure is performed for Special Cell (SpCell) beam failure recovery, the determining whether the contention resolution is successful is based on one or more first conditions; and 
 when the initiating the random access procedure is performed for Secondary Cell (SCell) beam failure recovery, the determining whether the contention resolution is successful is based on one or more second conditions. 
   
     
     
         2 . The method of  claim 1 , wherein:
 the one or more second conditions comprise a condition not comprised in the one or more first conditions.   
     
     
         3 . The method of  claim 2 , wherein:
 the condition corresponds to whether the PDCCH transmission comprises an uplink (UL) grant for a new transmission.   
     
     
         4 . The method of  claim 3 , wherein:
 the UL grant is for a Hybrid Automatic Repeat Request (HARM) process associated with transmission of a Msg 3  of the random access procedure.   
     
     
         5 . The method of  claim 1 , wherein:
 the one or more second conditions comprise a condition comprised in the one or more first conditions.   
     
     
         6 . The method of  claim 5 , wherein:
 the condition corresponds to an identifier to which the PDCCH transmission is addressed.   
     
     
         7 . The method of  claim 1 , wherein:
 the one or more second conditions comprise:
 a first condition comprised in the one or more first conditions; and 
 a second condition not comprised in the one or more first conditions. 
   
     
     
         8 . The method of  claim 1 , wherein:
 the PDCCH transmission allocates a downlink (DL) assignment.   
     
     
         9 . The method of  claim 1 , wherein:
 the SCell beam failure recovery is triggered responsive to a beam failure indication associated with a SCell.   
     
     
         10 . The method of  claim 1 , comprising:
 determining that the random access procedure is successfully completed based on a determination that the contention resolution is successful.   
     
     
         11 . A User Equipment (UE) comprising:
 a control circuit;   a processor installed in the control circuit; and   a memory installed in the control circuit and operatively coupled to the processor, wherein the processor is configured to execute a program code stored in the memory to perform operations, the operations comprising:
 initiating a random access procedure; 
 receiving a Physical Downlink Control Channel (PDCCH) transmission; and 
 determining whether contention resolution associated with the random access procedure is successful, wherein:
 when the initiating the random access procedure is performed for Special Cell (SpCell) beam failure recovery, the determining whether the contention resolution is successful is based on one or more first conditions; and 
 when the initiating the random access procedure is performed for Secondary Cell (SCell) beam failure recovery, the determining whether the contention resolution is successful is based on one or more second conditions. 
 
   
     
     
         12 . The UE of  claim 11 , wherein:
 the one or more second conditions comprise a condition not comprised in the one or more first conditions.   
     
     
         13 . The UE of  claim 12 , wherein:
 the condition corresponds to whether the PDCCH transmission comprises an uplink (UL) grant for a new transmission.   
     
     
         14 . The UE of  claim 13 , wherein:
 the UL grant is for a Hybrid Automatic Repeat Request (HARM) process associated with transmission of a Msg 3  of the random access procedure.   
     
     
         15 . The UE of  claim 11 , wherein:
 the one or more second conditions comprise a condition comprised in the one or more first conditions.

 the condition corresponds to an identifier to which the PDCCH transmission is addressed.

 the one or more second conditions comprise:
 a first condition comprised in the one or more first conditions; and

 the PDCCH transmission allocates a downlink (DL) assignment.   
     
     
         19 . The UE of  claim 11 , the operations comprising:
 determining that the random access procedure is successfully completed based on a determination that the contention resolution is successful.   
     
     
         20 . A non-transitory computer-readable medium comprising processor-executable instructions that when executed by a User Equipment (UE) cause performance of operations, the operations comprising:
 initiating a random access procedure;   receiving a Physical Downlink Control Channel (PDCCH) transmission; and   determining whether contention resolution associated with the random access procedure is successful, wherein:
 when the initiating the random access procedure is performed for Special Cell (SpCell) beam failure recovery, the determining whether the contention resolution is successful is based on one or more first conditions; and 
 when the initiating the random access procedure is performed for Secondary Cell (SCell) beam failure recovery, the determining whether the contention resolution is successful is based on one or more second conditions.
