Abstract
A method, performed by a user equipment (UE), of reselecting a cell in a wireless communication system is provided. The method includes determining, by using at least one parameter received from a serving cell, whether to reselect at least one non-serving cell and reselecting a target cell from among the at least one non-serving cell, based on a result of the determining, wherein the reselecting of the target cell includes determining, by using at least one parameter received from the target cell, whether the target cell satisfies a cell selection criterion.

14 . A method performed by a user equipment (UE) in a wireless communication system, the method comprising:
receiving, from a base station, a radio resource control (RRC) release message including suspend configuration information; starting a T380 timer and transitioning to an RRC inactive state; identifying whether the UE is camped on a suitable cell in case that the T380 timer expires; and performing an RRC state transition based on identifying that the UE is not camped on the suitable cell.
15 . The method of claim 14 , wherein identifying that the UE is not camped on the suitable cell comprises:
identifying that the UE is temporarily out of coverage from camped normally state.
16 . The method of claim 14 , wherein identifying that the UE is not camped on the suitable cell comprises:
identifying that the UE is in an any cell selection state.
17 . The method of claim 14 , wherein performing the RRC state transition comprises:
performing a transition from the RRC inactive state to an RRC idle state based on identifying that the UE is not camped on the suitable cell.
18 . The method of claim 17 , further comprising:
triggering an non access stratum (NAS) recovery procedure.
19 . The method of claim 14 , wherein performing the RRC state transition comprises:
starting a wait timer and maintaining the RRC inactive state based on the wait timer.
20 . The method of claim 19 , further comprising:
identifying a suitable cell to camp on and performing RRC connection resume process.
21 . The method of claim 19 , further comprising:
performing a transition from the RRC inactive state to an RRC idle state in case that the wait timer expires.
22 . A user equipment (UE) in a wireless communication system, the UE comprising:
a transceiver; and at least one processor coupled with the transceiver and configured to:
receive, from a base station, a radio resource control (RRC) release message including suspend configuration information,
start a T380 timer and transitioning to an RRC inactive state,
identify whether the UE is camped on a suitable cell in case that the T380 timer expires, and
perform an RRC state transition based on identifying that the UE is not camped on the suitable cell.
23 . The UE of claim 22 , wherein identifying that the UE is not camped on the suitable cell comprises:
identifying that the UE is temporarily out of coverage from camped normally state.
24 . The UE of claim 22 , wherein identifying that the UE is not camped on the suitable cell comprises:
identifying that the UE is in an any cell selection state.
25 . The UE of claim 22 , wherein the at least one processor is further configured to:
perform a transition from the RRC inactive state to an RRC idle state based on identifying that the UE is not camped on the suitable cell.
26 . The UE of claim 25 , wherein the at least one processor is further configured to:
trigger an non access stratum (NAS) recovery procedure.
27 . The UE of claim 22 , wherein the at least one processor is further configured to:
based on identifying that the UE is not camped on the suitable cell, start a wait timer and maintain the RRC inactive state based on the wait timer.

identify a suitable cell to camp on and perform RRC connection resume process.
