Claims

Abstract

A surveillance system ( 1 ) includes an area information acquisition unit ( 101 ), a position information acquisition unit ( 102 ), a candidate determination unit ( 103 ), and a notification unit ( 104 ). The area information acquisition unit ( 101 ) acquires information of a surveillance-desired area. The position information acquisition unit ( 102 ) acquires pieces of position information of a plurality of portable terminals ( 20 ), each portable terminal performing surveillance using an image capturing unit. The candidate determination unit ( 103 ) determines a candidate portable terminal ( 20 ) to be moved to the surveillance-desired area from among the plurality of portable terminals ( 20 ) based on the acquired pieces of position information of the plurality of portable terminals ( 20 ). The notification unit ( 104 ) outputs a notification to the candidate portable terminal requesting to move to the surveillance-desired area.

What is claimed: 
     
         1 . An event surveillance system for surveillance of an event venue, comprising:
 at least one memory storing instructions; and   at least one processor coupled to the at least one memory and configured to execute the instructions to:   receive an image of a surveillance area and determine monitoring target;   determine at least one mobile imaging device to be moved to the monitoring target from multiple mobile imaging devices based on the position of the monitoring target; and   output a notification to the at least one mobile imaging device, the notification indicating a request to move to the monitoring target.   
     
     
         2 . The event surveillance system according to  claim 1 , wherein the processor is further configured to execute the instructions to acquire position information of the at least one mobile device expressing participation in the surveillance from among the multiple mobile imaging devices. 
     
     
         3 . The event surveillance system according to  claim 1 , wherein the processor is further configured to execute the instructions to:
 identify a dense area in which the number of the mobile imaging devices or a density of the mobile imaging devices is equal to or greater than a first threshold based on the position information of the mobile imaging devices, and   determine the at least one mobile imaging device to be moved to the monitoring target from among mobile imaging devices present in the identified dense area.   
     
     
         4 . The event surveillance system according to  claim 1 , further comprising a center apparatus including an electronic terminal and a display device,
 wherein the center apparatus acquires image information and position information from the mobile imaging devices, displays the acquired image information and position information on the display device, and provides a user interface receiving an operation of a surveillance operator.   
     
     
         5 . The event surveillance system according to  claim 4 , wherein the center apparatus analyses the image information and superimposes an image on a map of the surveillance area, the image visually indicating an analysis result of the image information. 
     
     
         6 . The event surveillance system according to  claim 1 , wherein the processor is further configured to execute the instructions to:
 identify a sparse area in which the number of the mobile imaging devices or a density of the mobile imaging devices is equal to or smaller than a second threshold based on the position information of the mobile imaging devices; and   set the identified sparse area as the monitoring target.   
     
     
         7 . The event surveillance according to  claim 1 , wherein the processor is further configured to execute the instructions to:
 receive a response to the notification from the at least one mobile imaging device;   determine the number of mobile imaging devices to be moved to the surveillance area; and   repeats determination of a mobile imaging device to be moved to the monitoring point until the received number of responses accepting to move to the monitoring point reaches the determined number.   
     
     
         8 . An surveillance method executed by a computer, the method comprising:
 receiving an image of a surveillance area and determining monitoring target;   determining at least one mobile imaging device to be moved to the monitoring target from multiple mobile imaging devices based on the position of the monitoring target; and   outputting a notification to the at least one mobile imaging device, the notification indicating a request to move to the monitoring target.   
     
     
         9 . A non-transitory computer readable medium storing a program causing a computer to execute a surveillance method, the method comprising:
 receiving an image of a surveillance area and determining monitoring target;   determining at least one mobile imaging device to be moved to the monitoring target from multiple mobile imaging devices based on the position of the monitoring target; and   outputting a notification to the at least one mobile imaging device, the notification indicating a request to move to the monitoring target.
