A method of transmitting broadcast signals, includes link layer processing input packets to generate link layer packets, wherein a link layer packet of the link layer packets includes a header and a payload, wherein the payload of the link layer packet includes a segment of an input packet or concatenated input packets, wherein the header of the link layer packet includes a first field for identifying whether the payload includes the segment or the concatenated input packets, wherein the header further includes a second field for identifying a number of the concatenated input packets and third fields that are included in the header in the same order as the concatenated input packets present in the payload in response to the first field representing that the payload includes the concatenated input packets, and wherein the third fields represent a length of each of the concatenated input packets.

link layer processing input packets to generate link layer packets, wherein a link layer packet of the link layer packets includes a header and a payload, wherein the payload of the link layer packet includes a segment of an input packet or concatenated input packets, wherein the header of the link layer packet includes a first field for identifying whether the payload includes the segment or the concatenated input packets, wherein the header further includes a second field for identifying a number of the concatenated input packets and third fields that are included in the header in the same order as the concatenated input packets present in the payload in response to the first field representing that the payload includes the concatenated input packets, wherein the third fields represent a length of each of the concatenated input packets, wherein a number of the third fields is determined based on the number of the concatenated input packets, wherein, when the number of the third fields is odd, stuffing bits are added after the third fields, and wherein at least one of the link layer packets is for link layer signaling; physical layer processing the link layer packets into the broadcast signals; and transmitting the broadcast signals.
2 . The method of claim 1 , wherein a value of the second field is set to the number of the concatenated input packets—2.
3 . The method of claim 1 , wherein a minimum possible number of the concatenated input packets is 2 in the link layer packet.
4 . The method of claim 1 , wherein a maximum possible number of the concatenated input packets is 9 in the link layer packet.
5 . The method of claim 1 , wherein a number of the stuffing bits is 4.
6 . An apparatus for transmitting broadcast signals, the apparatus comprising:
a first processor to link layer process input packets to generate link layer packets, wherein a link layer packet of the link layer packets includes a header and a payload, wherein the payload of the link layer packet includes a segment of an input packet or concatenated input packets, wherein the header of the link layer packet includes a first field for identifying whether the payload includes the segment or the concatenated input packets, wherein the header further includes a second field for identifying a number of the concatenated input packets and third fields that are included in the header in the same order as the concatenated input packets present in the payload in response to the first field representing that the payload includes the concatenated input packets, wherein the third fields represent a length of each of the concatenated input packets, wherein a number of the third fields is determined based on the number of the concatenated input packets, wherein, when the number of the third fields is odd, stuffing bits are added after the third fields, and wherein at least one of the link layer packets is for link layer signaling; a second processor to physical layer process the link layer packets into the broadcast signals; and a transmitter to transmit the broadcast signals.
7 . The apparatus of claim 6 , wherein a value of the second field is set to the number of the concatenated input packets—2.
8 . The apparatus of claim 6 , wherein a minimum possible number of the concatenated input packets is 2 in the link layer packet.
9 . The apparatus of claim 6 , wherein a maximum possible number of the concatenated input packets is 9 in the link layer packet.
10 . The apparatus of claim 6 , wherein a number of the stuffing bits is 4.
11 . A method of receiving broadcast signals, the method comprising:
receiving the broadcast signals; physical layer processing the broadcast signals into link layer packets; and link layer processing the link layer packets to restore input packets, wherein a link layer packet of the link layer packets includes a header and a payload, wherein the payload of the link layer packet includes a segment of an input packet or concatenated input packets, wherein the header of the link layer packet includes a first field for identifying whether the payload includes the segment or the concatenated input packets, wherein the header further includes a second field for identifying a number of the concatenated input packets and third fields that are included in the header in the same order as the concatenated input packets present in the payload in response to the first field representing that the payload includes the concatenated input packets, wherein the third fields represent a length of each of the concatenated input packets, wherein a number of the third fields is determined based on the number of the concatenated input packets, wherein, when the number of the third fields is odd, stuffing bits are added after the third fields, and wherein at least one of the link layer packets is for link layer signaling.
12 . The method of claim 11 , wherein a value of the second field is set to the number of the concatenated input packets—2.
13 . The method of claim 11 , wherein a minimum possible number of the concatenated input packets is 2 in the link layer packet.

a tuner to receive the broadcast signals; a first processor to physical layer process the broadcast signals into link layer packets; and a second processor to link layer process the link layer packets to restore input packets, wherein a link layer packet of the link layer packets includes a header and a payload, wherein the payload of the link layer packet includes a segment of an input packet or concatenated input packets, wherein the header of the link layer packet includes a first field for identifying whether the payload includes the segment or the concatenated input packets, wherein the header further includes a second field for identifying a number of the concatenated input packets and third fields that are included in the header in the same order as the concatenated input packets present in the payload in response to the first field representing that the payload includes the concatenated input packets, wherein the third fields represent a length of each of the concatenated input packets, wherein a number of the third fields is determined based on the number of the concatenated input packets, wherein, when the number of the third fields is odd, stuffing bits are added after the third fields, and wherein at least one of the link layer packets is for link layer signaling.
