A method for providing a system for supporting a layer of paver blocks, the method including excavating drain holes at a depth corresponding to at least a length of a corresponding drain pipe, forming a base by pouring high porosity non-compactable material into each drain hole of the at least three drain holes, inserting a drain pipe into a corresponding drain hole, filling a hollow of the drain pipe with a non-compactable material, placing a water permeable closure across the top opening of the drain pipe, pouring a concrete layer above the drain hole, and depositing a sand layer above the concrete layer, with the sand layer covering the top opening.

1 . A drain pipe comprising:
a first end having a first opening; a second end having a second opening; an interior volume extending from the first end to the second end; a first water permeable closure configured to close the first opening; a second water permeable closure configured to close the second opening; and at least one groove on an exterior surface, wherein the hollow is filled with high porosity fill, and wherein the at least one groove is configured to secure at least one of the first water permeable closure and the second water permeable closure.
2 . The drain pipe of claim 1 , wherein the at least one groove is substantially adjacent to a respective one of the first end and the second end.
3 . The drain pipe of claim 1 , wherein the at least one of the first water permeable closure and the second water permeable closure comprise a continuous sheet of landscape fabric.
4 . A system comprising the drain pipe of claim 1 , wherein a sand layer and a concrete layer are formed in a substantially horizontal direction, with the sand layer formed above the concrete layer, which is formed above a base.
5 . The system of claim 4 , wherein the drain pipe is presented in a substantially vertical orientation with the first opening positioned adjacent to a concave portion of the concrete layer.
6 . A method for providing a system for supporting a layer of paver blocks, the method comprising:
excavating at least three drain holes at a depth corresponding to at least a length of at least three corresponding drain pipes, wherein each drain pipe of the at least three corresponding drain pipes includes a hollow extending along the depth, a top opening on one end of the hollow and a bottom opening on an opposite end of the hollow; forming a base by pouring high porosity non-compactable material into each drain hole of the at least three drain holes; inserting a drain pipe of the at least three drain pipes into a corresponding drain hole of the at least three drain holes; filling each hollow of the at least three drain pipes with a high porosity non-compactable material; placing at least one water permeable closure across the top opening of each drain pipe of the at least three drain pipes; securing each respective drain pipe of the at least three drain pipes in a respective drain hole of the at least three drain holes by pouring a non-compressible fill around an outer diameter of the each respective drain pipe; pouring a concrete layer above the at least three drain holes; forming at least three openings in the concrete layer at positions, wherein each opening of the at least three opening is formed at a position corresponding to a position of the top opening of a corresponding drain pipe of the at least three drain pipes; and depositing a sand layer above the concrete layer, wherein the sand layer covers each top opening of each of the at least three openings.
7 . The method of claim 6 , further comprising forming a web by spacing the at least three drain holes apart at predetermined intervals,
