Abstract

The present disclosure relates to a communication method and system for converging a 5th-Generation (5G) communication system for supporting higher data rates beyond a 4th-Generation (4G) system with a technology for Internet of Things (IoT). The present disclosure may be applied to intelligent services based on the 5G communication technology and the IoT-related technology, such as smart home, smart building, smart city, smart car, connected car, health care, digital education, smart retail, security and safety services. A signal measurement method for a terminal is provided. The signal measurement method includes receiving a signal measurement indication for high-speed movement from a base station, and measuring a signal from a first cell using a measurement scheme designed for high-speed movement based on the signal measurement indication, wherein the first cell is a primary cell (PCell).

What is claimed is: 
     
         1 . A method performed by a terminal in a wireless communication system, the method comprising:
 receiving, from a base station, a message configuring a target cell for a conditional handover;   performing an evaluation for the target cell by identifying whether an event configured based on the message for the target cell is fulfilled; and   performing the conditional handover to the target cell based on the evaluation.   
     
     
         2 . The method of  claim 1 ,
 wherein the evaluation is performed based on first information on a first threshold value for a serving cell and second information on a second threshold value for the target cell, and   wherein the first information and the second information are included in the message.   
     
     
         3 . The method of  claim 2 , wherein the event is identified to be fulfilled, in case that the serving cell becomes worse than the first threshold value and the target cell becomes better than the second threshold value. 
     
     
         4 . The method of  claim 2 , wherein a condition for initiating the conditional handover is identified to be fulfilled, in case that the event is fulfilled during a time duration which is configured based on third information included in the message. 
     
     
         5 . The method of  claim 1 , wherein the message includes a radio resource control (RRC) connection reconfiguration message, and
 wherein the message includes a cell identity of the target cell.   
     
     
         6 . A method performed by a base station in a wireless communication system, the method comprising:
 identifying a target cell for a conditional handover of a terminal; and   transmitting, to the terminal, a message configuring the target cell for the conditional handover,   wherein an evaluation for the target cell is performed based on identifying whether an event configured based on the message for the target cell is fulfilled, and   wherein the conditional handover is performed to the target cell based on the evaluation.   
     
     
         7 . The method of  claim 6 ,
 wherein the evaluation is performed based on first information on a first threshold value for a serving cell and second information on a second threshold value for the target cell, and   wherein the first information and the second information are included in the message.   
     
     
         8 . The method of  claim 7 , wherein the event is identified to be fulfilled, in case that the serving cell becomes worse than the first threshold value and the target cell becomes better than the second threshold value. 
     
     
         9 . The method of  claim 7 , wherein a condition for initiating the conditional handover is identified to be fulfilled, in case that the event is fulfilled during a time duration which is configured based on third information included in the message. 
     
     
         10 . The method of  claim 6 , wherein the message includes a radio resource control (RRC) connection reconfiguration message, and
 wherein the message includes a cell identity of the target cell.   
     
     
         11 . A terminal in a wireless communication system, the terminal comprising:
 a transceiver; and   a controller configured to:
 receive, from a base station via the transceiver, a message configuring a target cell for a conditional handover, 
 perform an evaluation for the target cell by identifying whether an event configured based on the message for the target cell is fulfilled, and 
 perform the conditional handover to the target cell based on the evaluation. 
   
     
     
         12 . The terminal of  claim 11 ,
 wherein the evaluation is performed based on first information on a first threshold value for a serving cell and second information on a second threshold value for the target cell, and   wherein the first information and the second information are included in the message.   
     
     
         13 . The terminal of  claim 12 , wherein the event is identified to be fulfilled, in case that the serving cell becomes worse than the first threshold value and the target cell becomes better than the second threshold value. 
     
     
         14 . The terminal of  claim 12 , wherein a condition for initiating the conditional handover is identified to be fulfilled, in case that the event is fulfilled during a time duration which is configured based on third information included in the message. 
     
     
         15 . The terminal of  claim 11 , wherein the message includes a radio resource control (RRC) connection reconfiguration message, and
 wherein the message includes a cell identity of the target cell.   
     
     
         16 . A base station in a wireless communication system, the base station comprising:
 a transceiver; and   a controller configured to:
 identify a target cell for a conditional handover of a terminal, and 
 transmit, to the terminal via the transceiver, a message configuring the target cell for the conditional handover, 
   wherein an evaluation for the target cell is performed based on identifying whether an event configured based on the message for the target cell is fulfilled, and   wherein the conditional handover is performed to the target cell based on the evaluation.   
     
     
         17 . The base station of  claim 16 ,
 wherein the evaluation is performed based on first information on a first threshold value for a serving cell and second information on a second threshold value for the target cell, and   wherein the first information and the second information are included in the message.   
     
     
         18 . The base station of  claim 17 , wherein the event is identified to be fulfilled, in case that the serving cell becomes worse than the first threshold value and the target cell becomes better than the second threshold value. 
     
     
         19 . The base station of  claim 17 , wherein a condition for initiating the conditional handover is identified to be fulfilled, in case that the event is fulfilled during a time duration which is configured based on third information included in the message. 
     
     
         20 . The base station of  claim 16 ,
 wherein the message includes a radio resource control (RRC) connection reconfiguration message, and   wherein the message includes a cell identity of the target cell.
