Abstract
An apparatus for coding video information according to certain aspects includes a memory and a processor configured to: determine a value of a first flag indicative of whether preceding pictures that precede a current picture in a current layer in decoding order are used for temporal motion vector prediction (TMVP) of subsequent pictures that follow the current picture in the current layer in decoding order, the first flag associated with the current picture; and refrain from using the preceding pictures in the current layer as reference pictures for TMVP of the current picture, in response to determining that the value of the first flag indicates that the preceding pictures in the current layer should not be used for TMVP of the subsequent pictures in the current layer.

1 . An apparatus for coding video information, comprising:
a memory for storing video information associated with a plurality of layers; and a processor operationally coupled to the memory and configured to:
obtain information associated with a current access unit (AU) to be coded, the current AU containing pictures from a plurality of layers, the plurality of layers including a current layer to be coded, the current layer including a current picture to be coded;
determine a value of a first flag indicative of whether preceding pictures that precede the current picture in the current layer in decoding order are used for temporal motion vector prediction (TMVP) of subsequent pictures that follow the current picture in the current layer in decoding order, the first flag associated with the current picture; and
refrain from using the preceding pictures in the current layer as reference pictures for TMVP of the current picture, in response to determining that the value of the first flag indicates that the preceding pictures in the current layer should not be used for TMVP of the subsequent pictures in the current layer.
2 . The apparatus of claim 1 , wherein the first flag is included in a supplemental enhancement information (SEI) message.
3 . The apparatus of claim 1 , wherein the first flag indicates that the preceding pictures in the current layer should not be used for TMVP of the subsequent pictures in the current layer when the value of the first flag is equal to 1.
4 . The apparatus of claim 1 , wherein the first flag indicates that the preceding pictures in the current layer can be used for TMVP of current picture and the subsequent pictures in the current layer when the value of the first flag is equal to 0.
5 . The apparatus of claim 1 , wherein the first flag comprises prev_pics_not_used_flag.
6 . The apparatus of claim 1 , wherein the processor is further configured to refrain from accessing a second flag indicative of whether TVMP is enabled when the value of the first flag is equal to 1, the second flag included in a slice header of a slice including the current picture, the second flag associated with the current picture.
7 . The apparatus of claim 6 , wherein the processor is configured to refrain from accessing the second flag in response to determining that the value of the first flag indicates that the preceding pictures in the current layer should not be used for TMVP of the subsequent pictures in the current layer.
8 . The apparatus of claim 6 , wherein the second flag comprises slice_temporal_mvp_enabled_flag.
9 . The apparatus of claim 6 , wherein, for all of the plurality of layers in the current AU, the preceding pictures should not be used for TMVP of the current picture and subsequent pictures when the second flag indicates that TMVP is not enabled for the current picture and when the current picture is in a base temporal sublayer.
10 . The apparatus of claim 6 , wherein the first flag has a higher precedence than the second flag.
11 . The apparatus of claim 1 , wherein the current picture comprises an instant decoding refresh (IDR) picture.
12 . The apparatus of claim 1 , wherein the processor is further configured to encode the video information.
13 . The apparatus of claim 1 , wherein the processor is further configured to decode the video information.
14 . The apparatus of claim 1 , wherein the apparatus comprises one or more of: a desktop computer, a notebook computer, a laptop computer, a tablet computer, a set-top box, a telephone handset, a smart phone, a wireless communication device, a smart pad, a television, a camera, a display device, a digital media player, a video gaming console, or a video streaming device.
15 . A method of coding video information, comprising:
storing video information associated with a plurality of layers; obtaining information associated with a current access unit (AU) to be coded, the current AU containing pictures from a plurality of layers, the plurality of layers including a current layer to be coded, the current layer including a current picture to be coded; determining a value of a first flag indicative of whether preceding pictures that precede the current picture in the current layer in decoding order are used for temporal motion vector prediction (TMVP) of subsequent pictures that follow the current picture in the current layer in decoding order, the first flag associated with the current picture; and refraining from using the preceding pictures in the current layer as reference pictures for TMVP of the current picture, in response to determining that the value of the first flag indicates that the preceding pictures in the current layer should not be used for TMVP of the subsequent pictures in the current layer.
16 . The method of claim 15 , wherein the first flag is included in a supplemental enhancement information (SEI) message.
17 . The method of claim 15 , wherein the first flag indicates that the preceding pictures in the current layer should not be used for TMVP of the subsequent pictures in the current layer when the value of the first flag is equal to 1.
18 . The method of claim 15 , wherein the first flag indicates that the preceding pictures in the current layer can be used for TMVP of current pictures and the subsequent pictures in the current layer when the value of the first flag is equal to 0.
19 . The method of claim 15 , wherein the first flag comprises prev_pics_not_used_flag.
20 . The method of claim 15 , further comprising refraining from accessing a second flag indicative of whether TVMP is enabled when the value of the first flag is equal to 1, the second flag included in a slice header of a slice including the current picture, the second flag associated with the current picture.
21 . The method of claim 20 , wherein said refraining from accessing the second flag is performed in response to determining that the value of the first flag indicates that the preceding pictures in the current layer should not be used for TMVP of the subsequent pictures in the current layer.
22 . The method of claim 20 , wherein the second flag comprises slice_temporal_mvp_enabled_flag.
23 . The method of claim 20 , wherein, for all of the plurality of layers in the current AU, the preceding pictures should not be used for TMVP of the current picture and subsequent pictures when the second flag indicates that TMVP is not enabled for the current picture and when the current picture is in a base temporal sublayer.
24 . The method of claim 20 , wherein the first flag has a higher precedence than the second flag.
25 . The method of claim 15 , wherein the current picture comprises an instant decoding refresh (IDR) picture.
26 . A non-transitory computer readable medium comprising instructions that when executed on a processor comprising computer hardware cause the processor to:
store video information associated with a plurality of layers; obtain information associated with a current access unit (AU) to be coded, the current AU containing pictures from a plurality of layers, the plurality of layers including a current layer to be coded, the current layer including a current picture to be coded; determine a value of a first flag indicative of whether preceding pictures that precede the current picture in the current layer in decoding order are used for temporal motion vector prediction (TMVP) of subsequent pictures that follow the current picture in the current layer in decoding order, the first flag associated with the current picture; and refrain from using the preceding pictures in the current layer as reference pictures for TMVP of the current picture, in response to determining that the value of the first flag indicates that the preceding pictures in the current layer should not be used for TMVP of the subsequent pictures in the current layer.
27 . The computer readable medium of claim 26 , wherein the instructions further cause the processor to refrain from accessing a second flag indicative of whether TVMP is enabled when the value of the first flag is equal to 1, the second flag included in a slice header of a slice including the current picture, the second flag associated with the current picture.
28 . An apparatus for coding video information, comprising:
means for storing video information associated with a plurality of layers; means for obtaining information associated with a current access unit (AU) to be coded, the current AU containing pictures from a plurality of layers, the plurality of layers including a current layer to be coded, the current layer including a current picture to be coded; means for determining a value of a first flag indicative of whether preceding pictures that precede the current picture in the current layer in decoding order are used for temporal motion vector prediction (TMVP) of subsequent pictures that follow the current picture in the current layer in decoding order, the first flag associated with the current picture; and means for refraining from using the preceding pictures in the current layer as reference pictures for TMVP of the current picture, in response to determining that the value of the first flag indicates that the preceding pictures in the current layer should not be used for TMVP of the subsequent pictures in the current layer.
29 .
