In a mobile communication system in which a CoMP cooperating set and a user terminal perform communication therebetween, the CoMP cooperating set includes a main base station controlling CoMP communication with the user terminal, and the main base station comprises a receiver that receives user data addressed to the user terminal from a core network; a conversion unit that converts the user data received by the receiver to PDCP data unit to which a sequence number is added in a PDCP layer; and a transmission unit that transmits the PDCP data unit obtained by the conversion unit to another base station included in the CoMP cooperating set.

the CoMP cooperating set includes a main base station controlling CoMP communication with the user terminal, and the main base station comprises
a receiver that receives user data addressed to the user terminal from a core network;
a conversion unit that converts the user data received by the receiver to PDCP data unit to which a sequence number is added in a PDCP layer; and
a transmission unit that transmits the PDCP data unit obtained by the conversion unit to another base station included in the CoMP cooperating set.
2 . The mobile communication system according to claim 1 , wherein
when receiving the PDCP data, the other base station processes the PDCP data in a MAC layer without applying ARQ retransmission in a RLC layer.
3 . A mobile communication system in which a CoMP cooperating set and a user terminal perform communication therebetween, comprising:
a CoMP control apparatus, wherein the CoMP control apparatus comprises
a receiver that receives user data addressed to the user terminal from a core network;
a conversion unit that converts the user data received by the receiver to PDCP data unit to which a sequence number is added in a PDCP layer; and
a transmission unit that transmits the PDCP data unit obtained by the conversion unit to each of base stations included in the CoMP cooperating set.
4 . The mobile communication system according to claim 3 , wherein
when receiving the PDCP data, each of the base stations included in the CoMP cooperating set processes the PDCP data unit in a MAC layer without applying ARQ retransmission in a RLC layer.

9 . A mobile communication system in which a CoMP cooperating set performs downlink CoMP communication with a user terminal, wherein
the CoMP cooperating set includes a main base station and at least a subordinate base station, the subordinate base station comprises
a transmission unit that performs HARQ data transmission to the user terminal; and
a notification unit that notifies the main base station of a failure of the HARQ data transmission when the HARQ data transmission fails, and
the main base station comprises
a management unit that collectively manages ARQ retransmission data from the CoMP cooperating set to the user terminal;
a receiver that receives a notification of the failure of the HARQ data transmission from the subordinate base station; and
a transfer unit that transfers the ARQ retransmission data which is managed by the management unit to the subordinate base station in response to the notification received by the receiver.
10 . The mobile communication system according to claim 9 , wherein the transmission unit transmits the ARQ retransmission data transferred from the main base station to the user terminal using HARQ.
11 . The mobile communication system according to claim 9 , wherein the ARQ retransmission data is PDCP data unit.
