. The apparatus of claim 1 wherein the disposal chamber opening is resealably closable by sliderless plastic zipper.

. The apparatus of claim 1 wherein the apparatus is made of high-density polyethylene.

. The apparatus of claim 1 wherein the apparatus is manufactured by a blown film extrusion process.

. The apparatus of claim 1 wherein the dispenser chamber opening is a slit at least 3 centimeters in length.

. The apparatus of claim 1 wherein the disposal opening located in the center of the outer disposal face.

. The apparatus of claim 1 wherein the disposal opening is located at the edge of the outer disposal face nearest to the disposal flap.

. The apparatus of claim 1 wherein the dispensing opening located in the center of the outer dispensing face and the disposal opening is located at the edge of the outer disposal face nearest to the disposal flap.

. The apparatus of claim 1 wherein the total volume of both chambers is between 150 and 250 milliliters.

. The apparatus of claim 1 wherein the apparatus is pocket-sized.

. The apparatus of claim 1 wherein the refuse receptacle is at least twice the volume of the paper product reservoir.

. The apparatus of claim 1 wherein the flaps have different textures for tactile differentiation.

. The apparatus of claim 1 wherein the first flap has a texture coarse enough to allow for tactile differentiation from other flaps.

. The apparatus of claim 1 wherein wherein,
 a. the first flap is removably securable to the dispensing face by a reusable adhesive, and
 b. wherein the second flap is removably securable to the disposal face by a reusable adhesive.

. The apparatus of claim 1 wherein the flaps have different textures for tactile differentiation.

. The apparatus of claim 17 wherein the first flap has a texture coarse enough to allow for tactile differentiation from other flaps.

. The apparatus of claim 17 wherein the apparatus is pocket-sized.

. The apparatus of claim 17 wherein the first flap has a texture coarse enough to allow for tactile differentiation from other flaps.

. A paper product dispenser and disposal apparatus comprising:
 a. a dispensing chamber and a disposal chamber sharing at least one common face, and wherein an outer face of the dispensing chamber contains an opening adapted to dispense paper products, and a face of the disposal chamber contains an opening adapted to accept used paper products, and b. a first flap secured to an edge of the dispensing chamber and a second flap secured an edge of the disposal chamber, and c. a paper product removably stored in the dispensing chamber, d. and wherein the total volume of both chambers is between 150 and 250 milliliters.

. A paper product dispenser and disposal apparatus comprising:
