Abstract

A transportable apparatus for shelter comprising two sections, a base section and a top section. The base section and the top section have cavities that can be filled with water to encumber the apparatus. The top section is preferably cone-shaped, and is dimensioned to be placed on the base section. After the top section is placed on the base section, the top section can be secured to the base section via bolts. Finally, both the top section and bottom section are divided into sections such that if one section develops a leak the other sections remain unaffected.

1 . A storm shelter comprising:
 a top section, wherein said top section is conically shaped;   a base section, wherein said base section is dimensioned to receive said top section; and   an enclosed area, wherein said enclosed area is disposed between said top section and said base section.   
     
     
         2 . The storm shelter of  claim 1 , wherein said top section further comprises at least one fluid-containing chamber, and wherein said at least one fluid-containing chamber is disposed between an exterior wall and an interior wall of said top section. 
     
     
         3 . The storm shelter of  claim 2 , wherein said base section is a truncated cone. 
     
     
         4 . The storm shelter of  claim 3 , wherein said base section further comprises at least one fluid-containing cell. 
     
     
         5 . The storm shelter of  claim 4 , wherein said top section comprises a door, dimensioned to open only inwardly into said enclosed area. 
     
     
         6 . The storm shelter of  claim 5 , wherein said top section further comprises a window, dimensioned to open only inwardly into said enclosed area. 
     
     
         7 . The storm shelter of  claim 5 , wherein said top section further comprises an exterior wall, and wherein said door further comprises a door exterior, and wherein said door exterior and said exterior wall provide a flush exterior surface, and wherein said door is openable inwardly into said top section. 
     
     
         8 . The storm shelter of  claim 7 , wherein said top section further comprises a skirt, and wherein said base section further comprises a fringe, and wherein said skirt and said fringe are disposed proximate to, and in contact with, each other when said top section is disposed on said base section. 
     
     
         9 . The storm shelter of  claim 8 , further comprising a lightning rod, wherein said lighting rod is adapted to direct electrical energy away from said storm shelter to a ground surface. 
     
     
         10 . The storm shelter of  claim 9 , wherein said at least one fluid-containing chamber comprises a fill cap and a drain cap, and wherein said at least one fluid-containing cell comprises a filling cap and a draining cap. 
     
     
         11 . The storm shelter of  claim 10 , wherein said skirt and said fringe each comprise stake holes, and wherein said stake holes of said skirt and said stake holes of said fringe are alignable when said top section is disposed on said base section. 
     
     
         12 . The storm shelter of  claim 10 , wherein said skirt and said fringe each comprise bolt holes, and wherein said bolt holes of said skirt and said bolt holes of said fringe are alignable when said top section is disposed on said base section. 
     
     
         13 . The storm shelter of  claim 12 , wherein said skirt and said fringe each comprise stake holes, and wherein said stake holes of said skirt and said stake holes of said fringe are alignable when said top section is disposed on said base section. 
     
     
         14 . A method of providing shelter, said method comprising:
 placing a base on ground; and   placing a conical top over said base, wherein an enclosed area is created.   
     
     
         15 . The method of  claim 14 , wherein said conical top comprises a door, and wherein said door has a window, said method further comprising:
 opening said door inwardly into said conical top.   
     
     
         16 . The method of  claim 15 , wherein said conical top comprises four sub-chambers, and wherein said base comprises cells, said method further comprising:
 filling each of said sub-chambers with water; and   filling each of said cells with water.   
     
     
         17 . The method of  claim 16 , wherein said conical top further comprises a skirt, and wherein said base further comprises a fringe, and where said skirt comprises skirt bolt holes and skirt base holes, and wherein said fringe comprises fringe bolt holes and fringe stake holes, said method further comprising:
 securing a bolt through each of said skirt bolt holes and each corresponding fringe bolt hole of said fringe bolt holes;   drilling ground holes in a ground surface, wherein said ground holes are dimensioned to receive securing stakes, and wherein said ground holes are smaller in diameter than said securing stakes; and   securing at least one of said securing stakes through each of said skirt stake holes and each corresponding fringe stake hole of said fringe stake holes, wherein said at least one stake is further secured into said ground holes.   
     
     
         18 . An apparatus for providing shelter from a storm, said apparatus comprising:
 a cone-shaped top, wherein said cone-shaped top comprises at least one sub-chamber within the walls of said cone-shaped top, and wherein each of said at least one sub-chambers is fillable with water.   
     
     
         19 . The apparatus of  claim 18 , wherein said cone-shaped top further comprises a door. 
     
     
         20 . The apparatus of  claim 19 , wherein said apparatus further comprises a base, and wherein said base comprises a truncated cone, and wherein said base is dimensioned to receive said cone-shaped top, said base and said cone-shaped top comprising an enclosed area, wherein said enclosed area is disposed within said cone-shaped top and is delimited by said cone-shaped top and said base.
