Abstract

A lift-up cleat for use with water craft wherein the vertical movement of the lift-up cleat is retarded by means of a friction sleeve which allows water to pass therethrough and reduces rattles.

1 . A retractable cleat assembly comprising:
 a base member, including an upper portion shaped to engage a support means and including at least one downwardly normally vertically oriented extending tube member;   a retractable cleat member, including an upper cleat element to retain lines and at least one downwardly extending normally vertical element telescopically received in the at least one tube member; and   a resilient sleeve member interspersed between the tube member and the vertical element allowing water to pass therethrough, provide frictional resistance and dampening between the tube member and the vertical element.   
   
   
       2 . A retractable cleat assembly as in  claim 1 , wherein the sleeve member is captured. 
   
   
       3 . A retractable cleat assembly as in  claim 1 , wherein the sleev member is ribbed. 
   
   
       4 . A retractable cleat assembly of  claim 1  and further including securement means.
