To provide a sheet for civil engineering and construction, which has remarkably improved pulling property and enables the field work to be carried out efficiently and easily. A sheet for civil engineering and construction comprising a lubricant layer sandwiched between two or more substrates, wherein at least one of the substrates has a coefficient of kinetic friction (μ) of 0.45 or lower; and a sheet for civil engineering and construction comprising a lubricant layer sandwiched between two or more substrates, wherein at least one of the substrates is a lattice-like substrate.
